QUALIFICATIONS

Ruby Newton is a licensed Real Estate Broker with nearly twenty (20) years of experience in the real estate industry, including project oversight, land acquisition, relocation assistance, eminent domain lawsuit preparation and title services. Ruby has served as Project Manager for several large government projects, is certified in relocation assistance and Negotiation/Acquisition and is the Quality Assurance Manager for American Government Services Corporation .

American Government Services Corporation

As a Project Manager and the Quality Control Manager, Ruby is responsible for major project coordination, oversight and the assurance that all title and research related work is completed thoroughly and to the standards of clients and all applicable laws and statutes. She also oversees all Florida Department of Transportation projects, performing quality assurance reviews and working directly with the agency contact for major projects throughout all the districts in the State of Florida .

Gulf Coast Property Acquisition, Inc.

As a Senior Right of Way Specialist, Ruby was the Project Manager for the Florida Department of Transportation, District Seven, Countywide Title Search Services Contract. This project consisted of title search services within Pinellas, Pasco and Hernando Counties , Florida . The service included performing title searches from the earliest public records (back to patent) to the current date, as well as preparing, generating and certifying the Title Reports as to the ownership and encumbrances. She supervised a staff of four (4) Title Abstractors and was also responsible for the quality assurance review of all completed Title Reports prior to delivery.


Other recent title related projects included:

County-wide Title Search Services Project, Tampa , Florida
As Lead Title Abstractor for the Florida Department of Transportation, District Seven, under a contract for countywide services in Hillsborough County, Ruby provided title search services that included both abstracting the title from the earliest public records (back to patent) to the current date, as well as thirty-year MRTA searches and preparation of Title Reports certifying as to ownership and encumbrances. Over 650 searches were delivered on this contract.

State Road 77 Road Widening Project, Panama City , Florida
As Lead Title Abstractor for the Department of Transportation, District Three, Ruby provided title search services and preliminary suit information packages on this project within a densely developed urban corridor. This project consisted of approximately 180 title searches and property acquisitions, twenty-seven residential relocations, forty-seven business relocations and eighteen personal property relocations. Recent Projects include:

Western Beltway Part “C” Toll Road Project
As Suit Coordinator on this fifty-five parcel toll road project for the Florida's Turnpike District, Ruby was responsible for compiling preliminary suit information and filing of eminent domain lawsuits in Osceola and Orange Counties. She scheduled the Order of Taking Hearings, maintained and generated the Eminent Domain Legal Status Reports tracking all condemnation activities on this project. She also provided relocation services for thirty-three mobile home owners and tenants which involved nineteen residential relocations, one business relocation and fifteen personal property relocations within a mobile home/RV park.

State Road 207 Road Widening Project, Elkton, Florida
Ruby was the Suit Coordinator for Florida 's Department of Transportation, District Two, State Road 207 project in St. John's County consisting of fifty-one parcels. She was responsible for the preparation and submission of the eminent domain lawsuit packages.

I-4/I-275 Downtown Interchange Project, Tampa , Florida
Ruby provided acquisition and preliminary suit preparation services for Florida 's Department of Transportation, District Seven in support of a major interstate realignment. This project consisted of twenty-three acquisitions and one-residential relocation in Downtown, Tampa , FL.

State Road 45/U.S. 41 Road Widening Project, Tampa , Florida
Ruby provided relocation services for Florida 's Department of Transportation, District Seven in support of this 149 parcel road-widening project of a major North/South thoroughfare in a mixed commercial and residential area of Hillsborough County . This project included twenty-nine business and seven residential relocations, eighty-nine personal property signs and eighty business damage claims within twenty-four month purchase program and thirty-month contract duration.

U.S. 41/Nebraska Avenue Road Widening Project, Tampa , Florida
Ruby provided preliminary suit preparation and relocation services for Florida 's Department of Transportation, District Seven in support of this forty-five parcel road widening of a major North/South thoroughfare in a mixed commercial and residential area of Hillsborough County . This project included sixteen business and three residential relocations, thirteen personal property/signs and thirty potential business damage claims within a twenty-four month purchase program.

Tampa Bay Water, Tampa , FL
As Suit Coordinator and Lead Title Abstractor, Ruby provided condemnation and title search services for a nine-and-one-half mile pipeline and water storage reservoir for the West Coast Regional Supply Authority.

Suncoast Parkway Toll Road , Pasco , Hernando, Hillsborough Counties , FL
Ruby was the Suit Coordinator for this large FDOT Turnpike District project which comprised 214 property acquisitions, 115 relocations and 190 demolitions. She filed all eminent domain lawsuits in Hillsborough, Hernando and Pasco Counties and well as maintaining and generating the bi-weekly eminent domain legal summary reports.

Gulfstream Natural Gas Pipeline Project (Temporary Assignment)
As the Condemnation Supervisor for Contract Land Staff, Inc., on temporary assignment, Ruby was responsible for compiling and preparing preliminary lawsuit information on the 147-mile Gulfstream Natural Gas Pipeline project. She assisted the Title Supervisor with preliminary title review researching and examining fee/easement title ownerships and tracking of title status and deficiencies in order to expedite suit preparation on a timely basis. She conducted weekly Production Meetings with the Title Supervisor, Acquisition Supervisor and Acquisition Agents to ensure accuracy and completion of suit information. She also coordinated the eminent domain schedule with the staff attorneys and staff while maintaining and generating weekly Production Schedules of all land activities.
