WORK HISTORY 1996 - Present | American Government Services Corporation President/Majority Stockholder As President, Karen is responsible for managing all work within the State of Florida, including contracts for title insurance, closing services, suit-preparation, real estate services and title research. She also oversees all government projects, performing quality assurance reviews and maintaining customer relations. | 1990 - 1996 | Universal Field Services, Inc. S.R. 80/S.R. 35 Projects Karen served as Project Manager for Florida Department of Transportation projects in Arcadia and LaBelle, Florida, involving the acquisition of seventy (70) parcels and the displacement of several residential and business occupants. Her responsibilities included negotiating the purchase of property for a highway widening project through several commercial operations and required coordinating with state and local agencies; hiring and managing subcontractors; managing project budgets and schedules; monitoring project expenditures; and representing FDOT at public hearings and mediation disputes. I-25 Project Karen also served as Project Manager for the Colorado Department of Transportation projects in the Colorado Springs area involving the acquisition of over two hundred (200) parcels and the displacement of over one hundred seventy-five (175) residential and business occupants. Karen’s responsibilities included the development and management of project schedules; representing CDOT at relocation assistance appeal hearings; managing and monitoring expenditures; and coordinating project activities with CDOT staff. Superconducting Super Collider Karen originally served as the Assistant Project Manager and later as Project Manager on the Super Conducting Super Collider Project for the Texas National Research Laboratory Commission. This project involved five hundred (500) fee simple acquisitions, eight hundred four (804) subsurface fee acquisitions and one hundred ninety-two (192) relocations. Karen’s responsibilities included the development of project schedules; management of the production effort to ensure the timely completion of scheduled events; managing the relocation assistance appeals process, including reviewing all appeals for compliance with policies and procedures; and monitoring project expenditures to ensure all work was completed on time and within budget. | 1989 – 1990 | 3M (Minnesota Mining & Manufacturing) As State Marketing Representative, Karen was responsible for promoting the adaptation of higher product standards for traffic control materials throughout the State of Florida. She also presented safety demonstrations to state representatives, government officials, private contractors, and state employees for installation and handling of traffic control materials. | 1983 - 1989 | Florida Department of Transportation Karen held several positions with the FDOT, including the following: • State Right of Way Admin. - Advance Acquisition & Eminent Domain Karen was responsible for statewide administration of right of way litigation issues and developing policies and procedures for a multi-million dollar advance acquisition and corridor development program. She performed compliance review audits, prepared quality assurance reviews and developed statistical reports to support legislative programs. She also developed and presented training programs for acquisition and property management. Karen also served as Right of Way Project Manager for the CSX Railroad Corridor Acquisition – the largest real estate purchase ever made by the State of Florida. • State Outdoor Advertising Administrator Her responsibilities included coordinating with Outdoor Advertising Agencies, developing legislation and impact analyses, and directing enforcement of state and federal laws. • Assistant State Property Management Administrator/ET III Karen was responsible for processing requests to sell, lease and purchase surplus land and monitoring compliance with policies and procedures, as well as assisting in a precedent lawsuit to recover unpaid mineral royalties. | 1979 – 1983 | The Professional Title Group, Inc. As Closing Agent and Office Manager, Karen coordinated all office management functions, including billing, staffing, training and business development.
